The current civilizational crisis, caused by technological innovations, means a transition to a new model of economic development. From the two-dimensional ontology "legal system - financial system" the world goes on to a three-dimensional ontology "legal system - financial system - digital anthropogenic system". This means that the concept of "place" in the economic space "place-time-event" has moved to the Internet. This has changed the economic reality, creating a new space-time continuum and a new ontology of economic activity.

 

The transition to the Digital Economy is inevitable. This means a transition to an economy with much greater opportunities. In the economy there is a new "mental" dimension ("cognitive space of opportunities"), which adds to the "ontology of goods" ontology of actions / relations and individual subjectness (sovereignty of the individual).

 

"The Fourth Industrial Revolution" (NBIC-convergence of nano-, bio-, info-, cognitive technologies and Additive Manufacturing) led to blurring the lines between the physical, digital, and biological spheres and to rapid complication of reality. As a result, this caused the collapse of the legal system: the legal vacuum in legal personality (because of the emergence of new identities and agents of a new reality: AI, robots, drones, crypto currency), as well as the conflict in legal relations (due to overlapping of legal norms, jurisdictions and reformations).

 

UN Sustainable Development Goals further complicate the legal landscape, putting forward the problems of legal relations "man - nature - society - the planet" and forming a "planetary" consciousness to ensure economic growth and confront global challenges. The main instrument for overcoming today's legal collapse and ensuring the coherency and consistency of the legal system is the Digital Economy.

 

New economic ontology changes the global economic conjuncture, increases economic diversity, creates an unlimited market for consumption and capital turnover. There are new sources of revenue, new property, new institutions, new markets with new instruments for generating opportunities and recycling of threats. In addition to the "competing" market, a new "synergetic" market is formed, combining social, economic and environmental strategies. To macro-economic analysis, auto-formalization of business based on AI is added.

 

This requires the institutionalization of global relations, new shapes of international collaboration and the creation of international organizations to ensure economic cooperation and the protection of interests, rights and freedoms in the global economic space. Such international organizations form new legal and economic institutions, which are a natural extension of international law.

 

All these transformations, taken in their integrity, require appropriate training, consulting and scientific support. (Moreover, attempts to deploy the Digital Economy within the industrial platform "Industry 4.0" ended in failure.) The International School of Digital Economics and Sustainable Development (hereinafter the International School) is aimed at facilitating the transition to sustainable development and the Digital Economy. The main difference of the project is that the problems are considered in the context of a new three-dimensional economic ontology. This is an innovation, long-awaited by society, which de facto is already living in the new ontology, and de jure carries out reforms, not going beyond the old economic model.

 

The program of the International School will include: Model of economic growth in the 21st century (Digital Economy, Sustainable Development, Financial Technologies, Artificial Intelligence, New Markets and New Instruments); Ontological model of sustainable development (institutions - projects - governance - law); Model of the Digital Economy (digital companies - digital intelligence - digital property - digital law); Semantic platform of sustainable development (cognitive digital intelligence - legal platform - business creation environment - synergetic start-ups - auto-formalization of business).

 

R&D and scientific discourse at the International School will create a platform for the exchange of ideas and implementation of sustainable development models that will attract representatives of governments, business and public organizations.

 

The International School is establishing as a non-profit organization, which will channel all revenues to the deployment of the Digital Economy and the implementation of sustainable development projects.
